Can You Drive in Thailand on a Russian Licence?
No, you cannot drive in Thailand on a Russian licence alone: at the wheel the law also requires an international driving permit (IDP). MonkeyCar will hand over the car on a Russian licence, but without an IDP the police fine you up to 1,000 baht at a checkpoint, and after an accident the insurer may refuse to pay.
In short
- Under Thai law a Russian licence is valid at the wheel only together with an IDP.
- MonkeyCar hands over the car on a Russian licence and passport; the IDP is not checked at handover.
- Without an IDP the police fine you up to 1,000 baht at a checkpoint, and the car may be held.
- The main risk is a refused insurance claim after an accident: the driver pays for damage to the car and third parties.
Why is a Russian licence not enough in Thailand?
A foreigner may drive in Thailand with an IDP or a Thai licence, as required by the Land Traffic Act B.E. 2522. A Russian licence on its own is not valid: police and insurers are not required to read Cyrillic. The IDP translates your licence categories into a language local authorities understand.
You show both documents together. The national licence proves the licence is yours and valid, and the IDP works as the translation. Without the pair the set is incomplete, however long you have been driving. Where and how to get an IDP is covered in International Driving Permit for Thailand: How to Get One.

Choose a CarWill a rental company hand over a car on a Russian licence?
Yes. MonkeyCar hands over the car on your original Russian licence and passport, and the IDP is not checked at handover. When the contract is drawn up, the licence of everyone listed as a driver is checked, including a second driver, who is added free of charge. Getting the car without an IDP does not make driving without one legal: at a checkpoint and at the insurer, what counts is the driver's documents, not the rental contract.
- For handover: original Russian licence and passport
- The IDP is not required at handover
- A second driver is added to the contract free of charge
What happens at a police check without an IDP?
Without an IDP you get a fine of up to 1,000 baht and a written report. The bigger problem is that the car may be held until the documents are sorted out. Checks are random, more often near bridges, at the entrances to Patong and during planned operations.
Besides the licence, the police look at the car's documents. If a tourist is driving a car without commercial-use insurance, the trouble goes beyond a fine, up to the car being impounded. Why this happens with private owners' cars is explained in the guide to renting from a private owner. Cars in MonkeyCar's own fleet are insured for rental use, and basic insurance is included in the price.
- A fine of up to 1,000 baht and a written report
- The car may be held until the documents are sorted out
- Checkpoints are more common near bridges and at the entrances to Patong
What happens to the insurance after an accident without an IDP?
The main risk of driving without an IDP is a refused insurance claim after an accident. Rental car policies in Thailand carry a standard exclusion: if the driver did not hold a proper licence, neither basic nor full insurance covers anything. Damage to the car and to third parties then falls on the driver personally, and in a serious accident the amounts can be large.
With an IDP and a national licence the basic policy works, with a ฿5,000 excess. Travel medical insurance will not pay for car repairs either.
| Situation | Russian licence only | Russian licence and IDP |
|---|---|---|
| Car handover at MonkeyCar | Yes | Yes |
| Police checkpoint | Fine up to 1,000 baht, report, car may be held | Documents in order |
| Accident with basic insurance | Insurer may refuse, the driver pays | Policy works, ฿5,000 excess |
| Accident with full insurance | Not covered either | Works under the policy terms |
What if you are already in Phuket without an IDP?
Foreigners cannot get an IDP in Thailand, and a Thai licence is only issued with a work visa or for a long-term stay. If a companion has a valid IDP, name them as the driver: a second driver is added to the MonkeyCar contract free of charge, you just send photos of their passport and licence. If nobody has an IDP, you still get the car, but the risk of a fine and a refused claim stays with the driver.
For your next trip, get an IDP in advance: in Russia it is issued at the GIBDD traffic police or an MFC centre, usually in one visit.
